car stolen and burned. One MP
community mediation person removed from
the USJD mediation team by city team.
One MP community mediation leader quit
the USJD mediation team for one sided
mediation reasons. How do we mediate
under potential mediation problems.

Elswerth Caviness* suggests the following MA improvements:

1.Update - An ordinance creating a new CHAPTER 17 SECTION 17-16 "HUMAN RIGHTS"

2.Update - An ordinance creating an amended and new CHAPTER 12 Art. II and Art. III Sec. 12-59 "HUMAN RELATIONS" providing a HUMAN RIGHTS ADVISORY AND AWARENESS COMMISSION (HRAAC)

and

3. Employ a full time Department of HR Community Services staff (not part of the police department) consisting of 3 major positions with supporting staff as followes:

and Human Rights and Relations Specialist

responsible to the new HRAAC and City Council, to:

A. respond to concerns of the treatment of minority residents of Kirkwood,
B. work with individuals and groups to identify and address sources of tension in the Kirkwood community,
C. find peaceful solutions to conflict by addressing issues that affect all sectors of the population
D. solve complaints through conciliation, advocacy, and mediation rather than litigation
E. form partnerships and networks on a widespread basis on the state, regional, national and international level
F. achieve the goal of the HRAAC to work with citizens and groups to use education and action to eliminate the causes of discrimination in our community.

Do you, your group, your students, your school, your government office or service, your company or your business need an educator to help fill in the details of Human Rights and Relations, Diversity Training, Neighborhood Watch, Community Attitude, Anti-chill, or Customer Service the way the City of Kirkwood wants it for residents and all others? We know that it takes time and effort to turn around that little slightly negative feel in the air and we have a solution for you. We want to prevent a progression that leads our community downward. Keep us busy and we will teach what we know. Barbara also works within all City departments including police to keep everyone trained and up to date in all HRAAC directions.

The City Of Kirkwood, Missouri, should be (changed to "IS" by you in the future) committed to doing what is right for every citizen. If you got attitude from a cold City of Kirkwood employee, then let David know about it. He will get back to you the same day. You do not need to argue with the clerk, policeman, utility worker, city attorney, ..., a council member or the mayor. Just let Dave turn it around for you. David Deifsitas even knows employers around town and does not mind working on other situations where customer service was missing around the City of Kirkwood.
